Mandatory Requirements for Play Store App with Ads (AdMob)

A Quick note for Android Developers (2025-06)

1. Target SDK

App must target SDK 33+ (Android 13) by August 31, 2024.

Google may require SDK 34 (Android 14) soon — prepare for that.

2. UMP Consent for EU/EEA/UK

Must integrate UMP SDK or certified IAB TCF v2.2 CMP.Show GDPR consent message before showing personalized ads to EU users.

Without consent = limited or no ads in EU.

3. Privacy Policy

Required URL in Play Console.Must describe: data collection, AdMob usage, user data handling.

4. Ad Declaration

MUST check "This app contains ads" in Play Console.

5. App-ads.txt

If we have a website, must host app-ads.txt to authorize ad sources.

Format example:google.com, pub-xxxxxxxxxxxxxxxx, DIRECT, f08c47fec0942fa0

6. Full-screen Ads Policy

No interstitials on app launch.Ads must be user-initiated and have a clear close button.

7. Data Safety Section

Must declare accurate data practices in Play Console (based on SDKs used).

8. AdMob SDK Version

Should use the latest AdMob SDK – old versions may break or violate policy.
